Trump's Progressive Warning Misses The Continent's True Danger: Economic Stagnation.

Donald Trump's national security strategy presents a flawed assessment of Europe. The document asserts that open-border policies and what it terms "progressive" policies pose an existential threat to the continent's identity. Yet, this argument is based on a fundamental misreading of the reality. The true danger facing Europe is not cultural but economic and technological lag.

The Stark Economic Divide Separating Europe and the US

Statistics reveal a sobering picture. Between 2008 and 2023, American economic output surged by 87%, while a mere 13.5% growth for the European Union. During this period, European income per person dropped from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now has a higher per capita income than major European economies like Italy and France.

Currently, about 50% of the world’s top fifty tech companies are US-based, while only four are European.

The Innovation Deficit: The Core Question

This widening economic gap is driven by stronger productivity growth in the US, fueled by breakthroughs and better use of resources. The landscape of global tech leadership is overwhelmingly American. In the last fifty years, 241 US firms have grown into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This gap raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU positioned? Experts widely agree it is essentially a two-horse race between the US and China, with Europe starting at a clear disadvantage.

Underlying Factors of the Continent's Technological Lag

Several key reasons explain this technological divide.

  • Venture Capital: The US boasts a much more robust and agile system for funding startups. The EU still lacks a genuine capital markets union, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hamper Europe. A US startup can introduce a product under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among twenty-seven different national regimes, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was once viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, one can find causes for hope. Policymakers are increasingly aware of the severe threat and have started to advance substantial change. Notable analyses on EU competitiveness and the single market point to the necessity of sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths might enable far greater levels of business-led breakthroughs.

Europe retains significant strengths: high-quality human capital, top-tier schools and universities, and premier research institutions. Alongside a large internal market and high savings rates, these foundations could unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating cutting-edge technologies, it can still dramatically increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

The European Union now stands at a decisive crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. However, without bold steps to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in world influence.
